The Tower was erected in memory of Phoebe by her sisterSarah McCreery, in 1877. Sarah also donated a further twenty acres of land to extend the top of the park.
In 2005, Barnsley celebrated the bicentenary, of the birth of Joseph Locke. Several memorial plaques were placed in significant places across the borough, the first being on the statue of Joseph Locke's former home and his school, which is now the Cooper Gallery.
